US H.R. 5788 act, would prohibit cell-phone voice calls on interstate
and intrastate flights over the US by all US and non-US air carriers.
The proposed bill was introduced in April by five senior members
of the US Committee on Transportation and Infrastructure, including
Chairman James Oberstar.
The bill stipulates that non-US airlines may seek a waiver from
the US Secretary of Transportation only when an alternative prohibition
on voice communications using a mobile communications device during
flight is negotiated by the Secretary with such foreign government
through bilateral negotiations.
The US FCC still prohibits the use of cell phones inflight over
the US.
